The Supreme Spiritual Council of the Armenian Apostolic Church issued a formal statement on Tuesday, May 19, 2026, following its meeting at the Mother See of Holy Etchmiadzin in the Republic of Armenia. His Holiness Karekin II, the Supreme Patriarch and Catholicos of All Armenians, presided over the gathering of bishops from Armenia and around the world.
The official agenda focused on a variety of issues: the convening of an Ecclesiastical Representative Assembly (ERA); the external and internal challenges facing Armenia; the ongoing campaign mounted against the Armenian Church; legal proceedings that have unjustly subjected clergymen and other Armenians to imprisonment; guidelines for preparing church-school textbooks; and the suspension—initiated by the authorities—of the “chaplaincy” service in the Republic of Armenia’s Armed Forces, and in its penitentiary system.
In addition to these items, the Supreme Spiritual Council also gave consideration to the May 13 preliminary statement of the Parliamentary Assembly of the Council of Europe (PACE), whose delegation had visited Armenia in advance of its June 7 parliamentary elections. The Supreme Spiritual Council also expressed concern about the developing situation in the country ahead of those elections, and certain outrageous actions taking place within this period.
In connection with these developments, the Supreme Spiritual Council issued the following statement:
“The Supreme Spiritual Council is deeply concerned about the unacceptable campaign measures—including repression and the unlawful use of force—being employed on the eve of the upcoming parliamentary elections in the Republic of Armenia.
“The rhetoric of hostility and hatred, accompanied by inappropriate and indecent language, only serve to deepen societal divisions, and cause further polarization in our society—thus provoking public outrage, disappointment, and new tensions among the people, while posing serious threats to Armenian statehood.
“We find unacceptable the outrageous attempts to turn the Church and its clergy into targets of attack in pursuit of personal political ambitions, as well as any efforts to artificially involve the Armenian Church in political processes.
“In this regard, the recent assessment of the PACE pre-election delegation in its May 13 preliminary statement, regarding what it terms the ‘unprecedented involvement’ of the Armenian Apostolic Holy Church in politics, is a matter of urgent concern. We consider it to be based on deliberate disinformation, and in contradiction to PACE Resolution No. 2633 (2026) of January 25, 2026.
“In good faith, the Mother See of Holy Etchmiadzin expected PACE to clearly address the campaign launched by the authorities in Armenia against the Armenian Church, as well as the ongoing restrictions and obstacles—in contravention of the country’s own legal framework, as well as international law—that are being systematically imposed through the open use of state power, to directly hinder the Church’s pastoral mission.
“These unlawful actions include: exerting influence on clergy through coercion and threats; targeting members of the clergy with ill-founded criminal prosecutions; encouraging clergy to defy church regulations; concluding extra-ecclesiastical and illegal employment contracts with individual priests; and the outrageous appointment defrocked priests to serve in spiritual capacities under state sponsorship. Such actions—which directly violate the rights of the Armenian Apostolic Church, no less than fundamental human rights and freedoms—demand a focused and detailed response.
“Additionally, a judicious response from relevant international structures and human rights organizations is called for regarding the unlawful actions of the governing political party that aim to interfere in the self-governance of the worldwide Armenian Church. In particular, the pre-election platform of the ‘Civil Contract’ party, regarding the “reform” of the Church through the deposition of its nationally-elected Patriarch, is a step that is both uncanonical and illegal.
“The Supreme Spiritual Council hereby re-affirms that no structure extraneous to the Church and its authorized ecclesiastical bodies—even one endowed with state or political power—is competent to carry out the ‘reform’ of ecclesiastical life.
“The vote of confidence granted by the people through their electoral process can only extend to the tasks of strengthening state sovereignty, ensuring the inviolability of the country’s borders, reinforcing national identity, and restoring public solidarity.
“The Armenian state, in carrying out its nation-building mission, has always been a reliable bulwark of our identity, an anchor of our continuing existence. The independence of the Armenian state must be safeguarded with prudence, vigilance, wisdom, and care, and must not be endangered by adventurism.
“May our Heavenly Lord bless the land of Armenia, and preserve it in peace and security. May His commandments illuminate the entire Armenian people, leading them along that straight and narrow path that is God-pleasing, homeland-building, and nationally beneficial.”

Գերագույն հոգևոր խորհուրդը հանդես եկավ հայտարարությամբ
Մայիսի 19-ին Մայր Աթոռ Սուրբ Էջմիածնում, Ն.Ս.Օ.Տ.Տ. Գարեգին Երկրորդ Ծայրագույն Պատրիարք և Ամենայն Հայոց Կաթողիկոսի նախագահությամբ, տեղի ունեցավ Գերագույն հոգևոր խորհրդի ժողովը։
Ժողովի օրակարգում ընդգրկված էին Եկեղեցական-ներկայացուցչական ժողովի գումարմանը, երկրի առջև ծառացած արտաքին և ներքին մարտահրավերներին, հակաեկեղեցական արշավին, ապօրինաբար ազատազրկված եկեղեցականների և մյուս հայորդիների նկատմամբ ընթացող իրավական գործընթացներին, կիրակնօրյա դպրոցների դասագրքերի պատրաստման ուղենիշներին, ՀՀ Զինված ուժերում և քրեակատարողական հիմնարկներում իշխանության նախաձեռնությամբ հոգևոր ծառայության դադարեցմանն առնչվող հարցեր։
Օրակարգային հարցերի շրջանակում ԳՀԽ-ն անդրադարձավ նաև ԵԽԽՎ նախընտրական պատվիրակության մայիսի 13-ին հրապարակած միջանկյալ հայտարարությանը, ՀՀ խորհրդարանական ընտրություններին ընդառաջ երկրում ստեղծված մտահոգիչ իրավիճակին և նախընտրական շրջանում արձանագրված դատապարտելի երևույթներին, որոնց առնչությամբ հանդես եկավ հայտարարությամբ․
«Գերագույն հոգևոր խորհուրդը խորապես մտահոգված է ՀՀ առաջիկա խորհրդարանական ընտրությունների նախաշեմին քարոզարշավի ընթացքում քարոզչական անընդունելի միջոցների, այդ թվում՝ բռնաճնշումների, ոչ իրավաչափ ուժի կիրառման առնչությամբ։ Տեղ գտնող թշնամանքի ու ատելության խոսույթը, անվայելուչ և անպարկեշտ բառապաշարը միմիայն պառակտում և առավել բևեռացնում են մեր հասարակությանը՝ ժողովրդի մեջ առաջ բերելով ընդվզում, հիասթափություն և նոր լարվածություն, նաև լրջագույն սպառնալիքներ ստեղծելով հայոց պետականության համար։
Անթույլատրելի և դատապարտելի ենք նկատում հանուն քաղաքական սեփական նկրտումների՝ Եկեղեցու և եկեղեցականության թիրախավորման քայլերը, ինչպես և Հայոց Եկեղեցին քաղաքական գործընթացների մեջ արհեստականորեն ներքաշելու փորձերը։
Այս լույսի ներքո խիստ տարակուսելի է ԵԽԽՎ նախընտրական պատվիրակության՝ մայիսի 13-ի միջանկյալ հայտարարության մեջ Հայաստանյայց Առաքելական Սուրբ Եկեղեցու «քաղաքականության մեջ աննախադեպ ներգրավվածության» վերաբերյալ արձանագրված գնահատականը, որը նկատում ենք ապատեղեկատվությամբ ուղղորդյալ և ամբողջովին հակասող ԵԽԽՎ 2026 թ․ հունվարի 25-ի թիվ 2633 (2026) բանաձևին։
Փոխարենը՝ Մայր Աթոռ Սուրբ Էջմիածինը ԵԽԽՎ-ից ակնկալում է հստակ գնահատականներ Հայաստանում Հայոց Եկեղեցու դեմ իշխանությունների սանձազերծած արշավի, հակառակ երկրի օրենսդրական կարգավորումների և միջազգային իրավունքի՝ պետական լծակների բացահայտ գործադրմամբ շարունակաբար դրվող արգելքների և սահմանափակումների առնչությամբ, որոնք ուղղակի խոչընդոտներ են հարուցում Եկեղեցու հոգեխնամ առաքելության մեջ։ Հասցեական արձագանքի են կարոտ անօրինական այնպիսի գործողությունները, ինչպիսիք են՝ հարկադրանքի միջոցներով և սպառնալիքներով եկեղեցականների վրա ներազդելու, մի շարք հոգևորականների նկատմամբ ապօրինի քրեական վարույթներ նախաձեռնելու, եկեղեցական կանոնակարգից շեղված հոգևորականներին խրախուսելու, առանձին քահանաների հետ ապօրինի աշխատանքային պայմանագրեր կնքելու, իսկ կարգալույծներին պետական հովանավորմամբ հոգևոր ծառայության նշանակելու դատապարտելի դեպքերը, որոնք ուղղակիորեն ոտնահարում են ինչպես Հայաստանյայց Առաքելական Սուրբ Եկեղեցու, այնպես և մարդու հիմնարար ազատություններն ու իրավունքները։
Միջազգային պատկան կառույցների և իրավապաշտպան կազմակերպությունների արդարամիտ արձագանքի են սպասում նաև աշխարհասփյուռ Հայոց Եկեղեցու ինքնակառավարմանը միջամտելու իշխող քաղաքական ուժի հակաիրավական գործողությունները և հատկապես՝ «Քաղաքացիական պայմանագիր» կուսակցության նախընտրական ծրագրում Եկեղեցու ազգընտիր Հայրապետի գահընկեցության ճանապարհով Եկեղեցու «բարենորոգման» մասին արձանագրված հավակնությունները․ մի քայլ, որ ևս հակականոնական է և հակաօրինական։
Գերագույն հոգևոր խորհուրդը հարկ է նկատում վերստին արձանագրել, որ Եկեղեցուց և եկեղեցական իրավասու մարմիններից դուրս որևէ կառույց՝ անգամ պետական ու քաղաքական իշխանությամբ օժտված, չի կարող իրականացնել եկեղեցական կյանքի «բարենորոգում»։
Ընտրությունների արդյունքում ժողովրդի շնորհած վստահության քվեն բացառապես կարող է օգտագործվել պետական ինքնիշխանությունն ամրապնդելու, երկրի սահմանների անձեռնմխելիությունն ապահովելու, ազգային ինքնությունը զորացնելու և հանրային համերաշխությունը վերականգնելու համար։
Հայոց պետությունն իր ազգակերտ առաքելությամբ բոլոր ժամանակներում եղել է ամուր պատվարը մեր ինքնության, խարիսխը մեր հարատևության։ Հայոց անկախ պետականությունը պետք է խոհեմությամբ, նվիրումով ու նախանձախնդրությամբ փայփայել և արկածախնդրություններով երբևէ վտանգի չենթարկել։
Թող Երկնավոր Տերը մշտամնա Իր օրհնության ներքո խաղաղության ու անվտանգության մեջ պահի երկիրը Հայոց և Իր լույս պատվիրաններով համայն հայ ժողովրդին առաջնորդի միմիայն Աստվածահաճո, հայրենաշեն և ազգօգուտ շավիղներով»։
