In a statement issued this week by the Mother See of Holy Etchmiadzin, leaders of the Armenian Church in Armenia appealed to the government of the Republic of Armenia to avoid pursuing a “defeatist” foreign policy in its negotiations with Azerbaijani authorities.
The church leaders’ April 9 statement was prompted by news that the Armenian government was preparing to withdraw from several villages in the country’s Tavush province, before official negotiations have been completed to demarcate territorial borders between the two countries. The villages located at Armenia’s northeastern border have been under Armenia’s military control since the early 1990s; withdrawal now would effectively surrender these territories to Azerbaijan.
“An enduring and strong peace will only be built under the conditions of showing full respect for national dignity and rights, and maintaining the principle of reciprocity,” the bishops’ statement reads. “We appeal to the authorities of the Republic of Armenia to abandon this defeatist policy, and in their negotiations to avoid proceeding with a forced solution on the problems Armenia faces.”
The statement also calls on Armenian organizations around the world to use their influence to strengthen Armenia’s independence and territorial integrity.

STATEMENT:
From the Bishops and Diocesan Leaders of Armenia, Regarding Handing Over Territories from Tavush Province
Recent developments leave no doubt that the authorities of the Republic of Armenia, yielding to threats from Azerbaijan, are preparing to hand over territories from Tavush province to Azerbaijan, before the expected demarcation of borders takes place. This would occur under the present condition of the complete depopulation of Artsakh, and with Azerbaijan already occupying territories in the Republic of Armenia.
However, if this defeatist approach is taken, followed by painful territorial concessions, then Azerbaijan’s false claims and reprehensible ambitions towards the territories of Armenia would be legitimized in the eyes of the international community.
The Armenian Church welcomes all reasonable efforts and processes aimed at achieving peace. But it is indisputable that the policy adopted by the Republic of Armenia’s authorities–namely, to create an “era of peace” with unilateral concessions–is not only unrealistic, but would also be disastrous. Bargaining over the homeland, and making continuous unjustified concessions, will never provide a safe environment for our people.
An enduring and strong peace will only be built under the conditions of showing full respect for national dignity and rights, and maintaining the principle of reciprocity.
We appeal to the authorities of the Republic of Armenia to abandon this defeatist policy, and in their negotiations to avoid proceeding with a forced solution on the problems Armenia faces. This will only place new security challenges before the Motherland.
We also call on national, political, and non-governmental organizations of Armenia and the Diaspora–all the children of the nation who are concerned about the future of the Motherland, including government officials–to unite in defense of our national interests, and to devote all their influence to strengthening Armenia’s statehood, and securing a prosperous, safe future.
We believe that among our people there is a strong spirit of patriotism, a readiness to sacrifice the personal for the sake of the nation, and a zeal to preserve Armenia’s national identity. With our own concerted effort, and with the help of our Risen Savior, we must remove the scourge and evil from our domestic life.
Finally, with heartfelt prayer, we ask our Heavenly Lord to pour the grace of peace and solidarity into the life of our people, and to keep Armenia’s independent statehood secure and unshakable.

Հայաստանի Եպիսկոպոսների և Թեմակալ Առաջնորդների Տավուշի մարզից տարածքներ հանձնելու վերաբերյալ
Վերջին շրջանի զարգացումները այլևս կասկած չեն թողնում, որ Հայաստանի իշխանությունները Արցախի լիակատար հայաթափման և ՀՀ տարածքների բռնազավթման պայմաններում, տեղի տալով Ադրբեջանից հնչող սպառնալիքներին, պատրաստվում են վերջինիս հանձնել Տավուշի մարզից տարածքներ նախքան ենթադրվող սահմանազատումն ու սահմանագծումը։
Պարտվողական այս մոտեցմամբ, տարածքային ցավալի հերթական զիջումներով, ըստ էության, հաչս միջազգային հանրության լեգիտիմացվում են Հայաստանի տարածքների նկատմամբ Ադրբեջանի կեղծ պահանջատիրությունը և դատապարտելի հավակնությունները:
Եկեղեցին միարժեքորեն ողջունում է խաղաղության հասնելուն ուղղված բոլոր ողջամիտ ջանքերն ու գործընթացները: Անվիճարկելի է, որ միակողմանի զիջումներով «խաղաղության դարաշրջան» կերտելու` Հայաստանի իշխանությունների որդեգրած քաղաքականությունը ոչ միայն անիրատեսական է, այլև աղետաբեր: Հայրենի հողի շուրջ սակարկումները և չարդարացված շարունակական զիջումները երբեք անվտանգային միջավայր չեն կարող ապահովել մեր ժողովրդի համար։
Տևական ու ամուր խաղաղություն հնարավոր է կերտել ազգային արժանապատվության և իրավունքների հանդեպ լիարժեք հարգանքի դրսևորման և փոխադարձության սկզբունքի պահպանման պայմաններում:
Կոչ ենք ուղղում ՀՀ իշխանություններին` հրաժարվել պարտվողական գործելաոճից և ծառացած հիմնախնդիրների շուրջ բանակցություններում ընթացք չտալ պարտադրվող այնպիսի լուծումների, որոնք հայրենիքը կկանգնեցնեն անվտանգային նոր մարտահրավերների առջև։
Կոչ ենք ուղղում նաև Հայաստանի և Սփյուռքի ազգային, քաղաքական, հասարակական կազմակերպություններին, հայրենիքի ապագայով մտահոգ ազգի բոլոր զավակներին` այդ թվում և պետական պաշտոնատար անձանց` համախմբվել և համազգային միասնականությամբ պաշտպանել ազգային-պետական մեր շահերը, ողջ ներուժով ներդրում բերել պետականության ամրապնդման ու բարօր, ապահով գալիքի կերտման գործում։
Հավատում ենք, որ մեր ժողովրդի մեջ զորեղ է հայրենանվիրումի և անձնականն ի սեր ազգի զոհաբերելու հանձնառության ոգին, ամուր` ազգային ինքնությունը պահպանելու նախանձախնդրությունը, և մենք Հարուցյալ Փրկչի օգնականությամբ ու համընդհանուր ջանքերով ի զորու ենք հեռացնել արհավիրքն ու չարիքը հայրենական մեր կյանքից։
Սրտաբուխ աղոթքով հայցում ենք Երկնավոր Տիրոջից, որ խաղաղության ու համերաշխության շնորհները հեղի մեր երկրի և ժողովրդի կյանքում և անվտանգ ու անսասան պահի Հայոց անկախ պետականությունը:
