The Armenian Church’s Supreme Spiritual Council issued a statement this week expressing concerns over the future status of Artsakh. Diocesan Primate Fr. Mesrop Parsamyan brought the statement to the attention of the Eastern Diocese in a directive dated May 24.

Re: A Statement from Holy Etchmiadzin on the Future of Artsakh
Dear Friends:
I am writing to inform our Diocesan leadership and faithful of an important statement from our Mother See of Holy Etchmiadzin. The statement was issued by the Supreme Spiritual Council and additional bishops of the Armenian Church, who met this week under the presidency of His Holiness Karekin II, the Supreme Patriarch and Catholicos of All Armenians.
You will find the full statement below, presented in an English translation and its original Armenian. It concerns the ongoing political challenges facing Armenia and Artsakh.
While the statement is self-explanatory, readers may require clarification on one matter: namely, where the Supreme Spiritual Council makes reference to remarks made in a press conference early this week. Press reports emerging from that May 22 conference quoted Armenia’s Prime Minister as stating that Armenia would be ready to recognize Nagorno-Karabagh as part of Azerbaijan, if the Azeri government in Baku would guarantee the security of its ethnic Armenian population.
These remarks were made ahead of an official gathering later this week in Moscow, where the Armenian and Azeri leaders are scheduled to meet for talks hosted by Russia.
It goes without saying that this is a delicate and vulnerable time for our homeland of Armenia and Artsakh, its people and institutions. We stand firmly with His Holiness Karekin II and the Supreme Spiritual Council of the Armenian Church, in their expression of deep concern over the future of Artsakh, and in their counsel to Armenia’s political authorities to “find reasonable and dignified solutions that will overcome our national challenges.”
For our part, as the faithful, patriotic children of the Eastern Diocese, we must pray for peace and justice to prevail in Armenia and Artsakh. We must ask God to grant our leaders, and all of us, the wisdom, strength, and determination to face every crisis that arises. And we must call on our Lord Jesus Christ to ensure the long-term health and prosperity of our Armenian homeland. This has been our prayer through times of promise and times of trouble, and it will be on our lips now and forever.

Supreme Spiritual Council Issues Statement on Developments Concerning Artsakh
On May 23, 2023, His Holiness Karekin II, the Catholicos of All Armenians, presided over a meeting of the Supreme Spiritual Council at the Mother See in Holy Etchmiadzin, augmented by the participation of bishops of the Mother See. Participants in the meeting discussed the challenges facing Armenia and Artsakh, as well as statements made this week regarding the Armenian-Azerbaijani negotiation process.
Afterwards, the Supreme Spiritual Council issued the following statement:
“The vision of a free and independent existence for Armenia and Artsakh has become a reality in the last three and a half decades, thanks to the heroic struggle, sacrifice, and commitment of our people around the world. The shining example of courage shown by our children martyred in defense of the motherland has fortified the spirit of our people, and their determination to face every adversity in order to continue our historical presence on our native land.
“The tragic results of the 44-day Artsakh war placed new security challenges—indeed, an existential threat—before our homeland; but even under these difficult circumstances, the zeal of our people and our national institutions to persist in protecting the just rights of Armenia and Artsakh did not diminish.
“A peace agenda is currently being presented to the public; however, statements made by the Republic of Armenia’s Prime Minister, Nikol Pashinyan, during a May 22 press conference, have revealed its true intentions, and have made evident the unacceptably dangerous positions that have been adopted by the authorities leading Armenia’s negotiation process, regarding the future disposition of Artsakh and certain areas bordering Armenia.
“The Supreme Spiritual Council rejects and condemns these unilateral concessions that are being ‘justified’ under the pretext of peace. By shortsightedly recognizing the Republic of Artsakh as part of Azerbaijan, the Armenian authorities would inevitably confront our brothers and sisters in Artsakh with a new genocide and de-patriation. The independence of Artsakh and Armenian territories, affirmed at the cost of our children’s blood, is not subject to bargaining. The homeland belongs to everyone, and decisions related to the homeland should be made in accordance with the fundamental provisions of the Republic of Armenia’s Constitution and legislation—and not at the discretion of individual political parties and groups.
“We urge the authorities to move away from the mentality of defeatism, and from the destructive steps resulting from it, to find reasonable and dignified solutions that will overcome our national challenges. We appeal to all our people and national institutions to soberly assess the complex situation that exists at this fateful moment, and to remain steadfast and united in the pursuit of our national interests: the realized right of self-determination for Artsakh. In this matter, we see the decisive expression of our people as necessary.
“Peace for our homeland; safe and secure life for all our people, in Armenia, Artsakh, and the Diaspora.”

Գերագույն Հոգևոր Խորհուրդը հանդես եկավ հայտարարությամբ
Մայիսի 23-ին Մայր Աթոռ Սուրբ Էջմիածնում, նախագահությամբ Ն.Ս.Օ.Տ.Տ. Գարեգին Բ Ամենայն ՀայոցԿաթողիկոսի, տեղի ունեցավ Գերագույն Հոգևոր Խորհրդի ժողով, որին մասնակցեցին նաև Մայր Աթոռիվանաբնակ եպիսկոպոսները։ Ժողովի ընթացքում քննարկվեցին Հայաստանի և Արցախի առջևծառացած մարտահրավերները, ինչպես և անդրադարձ եղավ հայ-ադրբեջանական բանակցայինգործընթացի առնչությամբ օրերս կատարված հայտարարություններին։
Գերագույն Հոգևոր Խորհուրդը հանդես եկավ հայտարարությամբ.
«Հայաստանի ու Արցախի ազատ ու անկախ կյանքի տեսլականը վերջին երեք ու կես տասնամյակներիընթացքում իրականություն է դարձել աշխարհասփյուռ մեր ժողովրդի հերոսական պայքարի, զոհողությունների ու հանձնառությունների շնորհիվ։ Հայրենյաց պաշտպան մեր նահատակ զավակներիսխրանքն ու լուսավառ օրինակը ամուր են պահել մեր ժողովրդի ոգին՝ դիմակայելու ամեն նեղության, շարունակելու հայրենի հողի վրա իր պատմական ներկայությունը։
Արցախյան 44-օրյա պատերազմի ողբերգական հետևանքները մեր հայրենիքը կանգնեցրեցինանվտանգային նոր մարտահրավերների, գոյաբանական սպառնալիքի առջև, սակայն նույնիսկ այդբարդ իրավիճակում չնվազեց մեր ժողովրդի և ազգային հաստատությունների նախանձախնդրությունը՝շարունակելու պաշտպանել Հայաստանի ու Արցախի արդար իրավունքները։
ՀՀ վարչապետ Նիկոլ Փաշինյանի մայիսի 22-ի ասուլիսի ընթացքում հնչած հայտարարություններըբացահայտեցին հանրությանը մատուցվող խաղաղության օրակարգի իրական բովանդակությունը, որով ակնհայտ են դառնում Արցախի հետագա ճակատագրի և Հայաստանի սահմանամերձ որոշակիտարածքների առնչությամբ ՀՀ բանակցային գործընթացում իշխանությունների որդեգրած վտանգավորու մերժելի դիրքորոշումները։
Գերագույն Հոգևոր Խորհուրդը դատապարտելի և անընդունելի է նկատում խաղաղության պատրվակով«հիմնավորվող» միակողմանի զիջումները։ Ձեռնարկվող անհեռատես քայլերով, ԱրցախիՀանրապետությունը Ադրբեջանի կազմում ճանաչելով՝ Հայաստանի իշխանությունները Արցախի մերքույրերին ու եղբայրներին անխուսափելիորեն կկանգնեցնեն նոր ցեղասպանության և հայրենազրկմանառջև։ Մեր զավակների արյան գնով ու մաքառումով կերտված Արցախի անկախությունը, Հայաստանիտարածքները ենթակա չեն սակարկությունների։ Հայրենիքը ամենքինս է, և հայրենիքին առնչվող նմանորոշումները պետք է կայացվեն ՀՀ Սահմանադրության հիմնարար դրույթներին և օրենսդրությանըհամահունչ և ոչ՝ առանձին քաղաքական խմբերի ու խմբավորումների հայեցողությամբ։
Հորդորում ենք իշխանություններին՝ հրաժարվել պարտվողական մտայնությունից և դրանից բխողկործանարար քայլերից, համազգային մարտահրավերների հաղթահարման համար գտնել խելամիտ ուարժանապատիվ լուծումներ։ Մեր կոչն ենք ուղղում համայն մեր ժողովրդին, ազգային կառույցներինօրհասական այս պահին ողջախոհությամբ սթափ գնահատելու ստեղծված բարդ կացությունը ևաննահանջ ու միաբան մնալու մեր համազգային շահերի, Արցախի ինքնորոշման իրացված իրավունքիհետապնդման գործում։ Այս հարցում անհրաժեշտ ենք նկատում մեր ժողովրդի վճռականկամարտահայտությունը։
